TThe Duqm Power Company LLC (DPC) is the sole utility provider to Duqm Refinery and Petrochemical Industries Company (DRPIC), as per the terms of the PWPA contract.

Reports to

  • To perform all assigned activities with adherence to Health, Safety, Environmental and Quality policies of the Company;

  • To perform all assigned activities in such a manner that will ensure the Company’s meeting contractual requirements in terms of quantity and quality of supplied utilities to the off-takers;

  • To act with high professionalism in exercising all duties, with adherence to the Human Capital policies of the Company.


  • Performing all duties that will assure a safe, efficient, and reliable operation of the Power and Water Plant;

  • Validating and overseeing for implementation all the effective actions to ensure the production and dispatch of electricity, desalinated water, and wastewater at DPC and other facilities as per the contractual requirements;

  • Conduct all planned and unplanned activities during his shift duty with respect to Company’ approved Procedures, work instructions and Emergency Operations guidelines etc.;

  • Raise concerns about Plant technical condition, propose corrective actions and report effectively to management line and follow up for corrective actions undertaking;

  • Coordinate with all concerned departments (incl. Project Team) to ensure that all activities are scheduled and carried out in a safe and timely efficient manner, without impact to overall plant availability;

  • Coordinate with off-takers focal points in relation to utilities dispatching, load shedding and any other common activity which requires interfacing; or otherwise assigned by management line;

  • Coordinate with any contractor related to Company’s specific activities; ensuring activities execution matching the contractual requirement (LTSA; OHL Maintenance agreement, major overhauls third-party agreements etc.);

  • Compile comprehensive Operational reports, review and inform management line of any issues; Validating the Plant log of the activities (electronic or hand written);

  • Follow-up, review, assessment, and development of the Operation Readiness Plan (ORA) and the Business Management System (BMS) Responsible for report’ conclusions and recommendations issued by other concerned departments (Chemist, Maintenance, HSE etc.);

  • Ensure appropriate hand-over of all information, activities and inventory to the next shift; Approving safe isolations, temporary and permanent restoration of all equipment under his supervision, testing etc.; conducting Job risk assessment, Safety tool box talks etc.;

  • Responsible for safe execution of the Permit-To-Work system related activities;

  • Review commissioning plans and procedures, preservation procedures, materials required for such activity and follow up for implementation for both power and water plant;

  • Observe and adhere at all time to Company QHSSE policies, ensuring appropriate PPE usage, report any incidents occurred in his area of responsibility;

  • Observe and adhere at all time to Company IT policy, ensuring proper utilization of Company’s assets and information;

  • Provide suggestions to improve safety, quality and plant performance, ensure meeting of the departmental/individual KPIs;

  • Provide guidance on job carrying out to its subordinated personnel assessing performance and prepare training plan (if required);

  • Interfacing with various stakeholders, as instructed by the management line;

  • Act as Operation Manager during his absence (night shifts, holidays), being responsible to take and implement all the necessary decisions which will ensure safe, efficient and reliable operation of the Power and Water Plant;


  • Engineering Degree educated (mechanical, electrical, process, instrumentation & control); ·        

  • Sound knowledge related to Power 100-300 MW, Desalination water 10,000 – 15,000 m3/Day and Waste Water Treatment processes; Background in commissioning, turn-over to operations and commissioning is essential; ·        

  • At least 5 years’ experience in a similar industrial environment (power plant and reverse osmosis desalination) in a supervisory role; ·        

  • A strong interest in power and water plants operations (as well as alternative energy) and looking for career advancement; ·        

  • Confident personality able to communicate effectively in English and efficient in compiling reports; ·        

  • Act as a Safety Champion in the Company, establishing and building a Safety Culture within the organization; ·        

  • Commitment to undertake training and continuous self-improvement, requiring minimum guidance and supervision;

  • Act as a mentor for the subordinated personnel, identifying skill shortage, and proposing a training plan (if required).
